On whence the Office derives its authority
The Cabinet Office of Ineffable Ontology is the supreme parent authority under which The Office of Reasonable Annoyance operates, insofar as any subordinate body can be said to operate beneath that which is simultaneously above, below, within, before, after, and regrettably copied into all correspondence.
The Cabinet Office is chaired, if such a word can be used, by the Permanent Secretary for the Absolute, who may appear from time to time as God, Brahma, the Absolute, the One, the Unmoved Mover, the Witness, the Clerk Behind the Clerk, or any other radical monistic representation of infinite being, according to the ontology, cultural inheritance, and spiritual paperwork of the observer.
The Cabinet Office only very occasionally, and usually for the sake of the plot, answers complaints directly. In most cases, it precedes, pre-empts, and supersedes them through the provision to the complainant of the understanding that there was not really anything worth complaining about in the first place, as the matter either will not change, does not exist, is impossible to change, or will change by itself if one simply calms down a bit.
